Judicial Research Counsel

Applications are invited from suitably qualified persons for appointment as Judicial Research Counsel within the Supreme Court of The Commonwealth of The Bahamas, Nassau, New Providence and Freeport, Grand Bahama. The successful applicant would report to The Hon. Chief Justice and the Registrar of the Supreme Court in New Providence and the Deputy Registrar of the Supreme Court in Freeport, Grand Bahama.

Key Responsibilities:-

• Conduct research in connection with court actions, applications and on legal issues assigned by a Justice of the Supreme Court;

• Prepare first draft of judgments and reasons for review by Justices of Supreme Court;

• Review and summarize evidence, procedural history and legal issues in relation to matters before the Supreme Court;

• Attend hearings and discuss the relevant legal issues;

• Prepare headnote of judgments;

• Format, edit and proofread completed judgments in preparation for delivery;

• Liaise with all staff in the Supreme Court Registry and clerks of the court as necessary with regard to listings;

• Perform such other duties as may be assigned by the Chief Justice and/or the Registrar and/or the Deputy Registrar (Northern Region).

Remuneration is commensurate with experience.

The Judicial and Legal Service Commission invites applications for the position of Justice of the Supreme Court of the Commonwealth of The Bahamas from
suitably qualified persons.

The Supreme Court is a superior court of record and has unlimited original jurisdiction in civil and criminal matters together with such appellate jurisdiction as conferred upon it by the Supreme Court Act and other laws in The Bahamas.

Applicants must be:

(i) A member of the Bar of The Bahamas who has practiced for a period of not less than ten years; or

(ii) A member of at least ten years standing of any Bar in any Commonwealth country membership of which is a qualification for
admission to practice as counsel and attorney in The Bahamas under the provisions of The Legal Profession Act, Ch. 64 of the 2000 Revised Statute Laws of the Commonwealth of The Bahamas.

The duties of a Justice of the Supreme Court are those of a Judge of a court of unlimited jurisdiction.

Applications are invited from suitably qualified persons for appointment as DIRECTOR OF COURT SECURITY/MANAGER OF LAW ENFORCEMENT & SECURITY SERVICES within the Office of the Judiciary (Supreme &  Magistrates' Courts), New Providence, The Bahamas.

The successful applicant would report to The Honourable Chief Justice and the Registrar of the Supreme Court.

Key Responsibilities:-

  • Ensuring a secure environment for all Judicial officers, staff and the public by organizing and providing protective security;
  • Oversee Court Marshals attached to the Supreme and Magistrate’s Courts;
  • Implementing systems and procedures to ensure that proper searches and screenings are carried out on all persons entering the Court facilities at all locations;
  • Indentifying and correcting breeches in security and recommending new policies and r policy changes as needed related to court and personnel security;
  • Ensuring that there are adequate physical security of the Court buildings and equipment;
  • Organizing and scheduling security details;
  • Serve as the Courts' liaison with Department of Corrections, Royal Bahamas Police Force and Royal Bahamas Defense Force to ensure the safety of Judges, Magistrates, Registrars, Staff, the Public and court buildings.

QUALIFICATIONS:

  • Successful applicant must have a Masters Degree in Law Enforcement Intelligence and Analysis.
    OR
  • A Bachelors Degree in Management or a related area, with a minimum of ten (10) years experience in Security Services, five of which must have been in a supervisory capacity.
  • The Applicant should have knowledge of technical aspects of the court security operations and knowledge of the laws of the Bahamas;
  • The position requires knowledge of and experience in the development of security plans and management of security services;
  • The Applicant must have the ability to work independently, develop written reports, plans, and procedures, exercise discretion, confidentiality, and impartiality;
  • The Applicant must be computer literate and able to utilize a personal computer, office equipment and job related software;
  • The Applicant must possess Supervisory skills as they would be responsible for supervision of Court Security operations and staff, including performance evaluation reports and participation in selection and training;

ORGANIZATIONAL UNIT: Governance Services Department

DUTIES AND RESPONSIBILITIES
Under the supervision of the WMO Legal Counsel, the incumbent works in the area of administrative and international law and will perform the following duties:

(a) Provide authoritative legal advice on diverse substantive and procedural questions of considerable complexity and sensitivity, which may include inter alia those related to administration and management, procurement and contracts, and privileges and immunities;

(b) Organize and supervise research studies and the preparation of legal opinions, as well as perform extensive legal research and analysis on highly complex or novel legal issues/questions and prepare legal opinions, briefs, reports, and correspondence in relation to the Organization's activities;

(c) Legal review, negotiation and drafting of agreements, commercial contracts and other legal instruments, including trust fund, contribution and cooperation agreements, advice on legal and operational issues arising in connection with partnerships with the private sector, and institutional and operational modalities for activities of the Organization;

(d) Provide legal advice on the interpretation and application of the Staff Regulations and Rules, including the review of administrative decisions; prepare draft amendments to the Staff Regulations and Rules; draft administrative issuances or
amendments thereto and verify their consistency with the existing regulatory framework; prepare analyses and evaluations of human resources policies and practices;

(e) Represent the Organization in the course of appeals to internal and external bodies, drafting, reviewing and/or clearing responses on behalf of the Organization prior to submission;

(f) Develop, maintain and support partnerships with
governments, United Nations bodies and initiative and other intergovernmental and non-governmental organizations;

(g) Provide legal support to the Intergovernmental Panel on Climate Change;

(h) Provide legal advice, support, and review regarding the drafting of Memoranda of Understanding and other public and private partners;

(i) Serve on various standing boards, committees, ad hoc working groups and task forces, as required; promote the work of the United Nations and represent the Organization at meetings, conferences, seminars, etc.;

(j) Carry out other relevant duties as required.

QUALIFICATIONS

Education

Master's degree or equivalent in law.

Experience

A minimum of eight years of progressively responsible experience as a qualified lawyer in law, including legal analysis, research and writing legal opinions. Experience as a lawyer in a legal office of an international intergovernmental organization, a
law firm or Government. Experience dealing with issues related to the operational activities of international organizations, including their status and their associate privileges and immunities. Experience working as a lawyer in the United Nations common system.

Other requirements

High sense of integrity, responsibility, and maturity of judgment; ability to work autonomously; good level of initiative and creativity; excellent interpersonal skills; demonstrated ability to plan, organize and manage multiple workloads; ability to draft reports, correspondence and legal documents clearly and succinctly in English; good working knowledge of Microsoft Office applications; familiarity with the work of WMO and its cosponsored Secretariats, including the Intergovernmental Panel on Climate Change. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages

Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$72637

Annual post adjustment on initial salary is: US$ 58836 (in addition to the net base salary)
